The routing recommendation
The Chief of Staff never routes silently. It shows who it would pick, why, and what it costs — and you decide.
The card
After a Refer question that needs judgement, the thread shows a stack under the kicker ROUTING RECOMMENDATION · YOU DECIDE:
- Recommended — usually a 1 specialist:
CONSULT 1:1· name · a one-line reason ·10 CREDITS· Run. - Broader —
CONSULT PANEL· Consult Panel · 3 with the members and a why per member ·30–40 CREDITS· Run. - Alternative — another specialist, or a named service (
DELIVER · CATALOGUE). - Chief of Staff answers now — a few seconds, from what is already on the page and in memory. No specialist review.

The gauge
A small chip shows the Chief of Staff's confidence in its own recommendation. At 0.90 and above the recommended option is pre-selected; below it, the card shows CONFIRM and waits. Either way, nothing runs until you click.
Availability
AVAILABLE means the specialist is on your roster or free to consult. IN MARKETPLACE means you'll hire first — hiring costs nothing. Hire from the bench.
No honest match
When nothing on the bench fits, a grey card says so — We say so. — with Request an asset → and Ask a person. The Chief of Staff does not pretend.
After you click Run
The specialist's answer card replaces the stack: avatar, name, CONSULT 1:1 chip, STREAMING pill, the body with [n] chips, a SOURCES strip, and the action row. Consult 1.
