Two kinds

Experts are accountable for a deliverable — you hire them: one agent, a department, or an entire function, in one move. Voices — patients, KOLs & HCPs, payers — are accountable for representativeness; they are convened for panels, never hired. The two are never mixed on a shelf. Nothing here is paywalled.

A Department or Function hire brings an agentic team with a real org chart — head, directors, managers, specialists — each with its own remit and escalation path. The cabinet sits above all of them. Levels L1–L5.
