Document vs Consultation vs Coming Soon
Three different outcomes from New. A Document is a blank canvas. A Consultation is a named specialist depth. Coming Soon does not create a page.
New has three kinds of outcome. Do not collapse them.
Document
A Document is a blank canvas in the workspace you picked. You write. You cite. You structure. Help on this page is Orient: Guide if you want the Chief of Staff on this page, Refer if you want a recommendation toward a specialist.
A Document is not a Consultation. Creating one does not hire an expert and does not start a research spine.
Consultation
A Consultation is insight-to-decision with a named specialist, not the Chief of Staff. You pick the depth first, then the workspace.

Reason is a rail depth on an already-open Consultation. It is not a Create row. See Orient · Consult · Deliver.
Use Consultation when you already know you want a named expert, a panel, or a Catalogue method. Use a Document plus Guide when the work is the page in front of you.
Coming Soon
Coming Soon means the row does not create a page and does not settle credits.
Catalogue methods other than Regulatory Pathway Scan toast Coming Soon and stop. Mission, Dashboard, and Presentation appear only for Super Admin and still toast Coming Soon for general release. Regular operators do not see those three rows.
Job is not in Create at all.
